Town Board Meeting
March 11, 2024

A Town Board Meeting was held at the Town Hall, 12094 Route 23, Ashland, New York on the 11th
day of March 2024.

1)Pledge to the Flag and Supervisor Richard Tompkins called the meeting to order at 7:33pm. With
Louise LeBrun from the general public.


2)Comments from The Floor
No comments from the floor.


3)Louise LeBrun -Ms. LeBrun approached the Ashland Town Board for a proposed Historic Marker
for the North Settlement United Methodist Episcopal Church that was built in 1826 and is located at
2184 County Route 10 in Ashland, New York 12407. Francis Burns was the first African- American
Missionary Bishop of the United Methodist Episcopal Church. In 1996 the church was placed on the
National Register of Historic Places, and was also listed on the Greene County Historical register.
Ms. LeBrun is filling out an application for a Historic Marker Grant and wanted to approach the Town
Board because it’s the municipal responsibility to maintain and take care of the markers before she
proceeds. When she applies for the grant, it will pay for everything except the pole. A price sheet
was provided from Catskill Castings.


4) BAR REAPPOINTMENT- A motion was made by Mattice with a seconded by Gonzalez for the
5-year term reappointment of Gail Donahue. All in Favor.


5) AMBULANCE WRITEOFFS-
A motion was made by Tuttle with a seconded by Garraghan to accept the Ambulance fees and
write off collateral report. Motion approved. All in favor


6)Adopt General Fund Resolution #5- Supervisor offered the following resolution of 2024 to
balance accounts in 2024 and moved its adoption, to transfer from Unappropriated Fund Balance

and transferred to Town Clerk for postage and Employee Benefits Worker’s Comp. A motion was
made Tuttle with a seconded by Gonzalez. All members are in favor.


7)Adopt Sewer Fund Resolution #3- Supervisor offered the following resolution of 2024 to balance
accounts in 2024 and moved its adoption in the Sewer District. Transferred from Unappropriated
Fund Balance transferred to Sewage Collecting System. A motion was approved by Gonzalez with a
seconded by Mattice. All members are in favor.


8) Adopt Town Board Resolution #18- Supervisor offered the following resolution of 2024 to
balance funds in the 2024 at the Town Board Meeting and moved its adoption. To authorize the use
of sum of $187,595.75 from the General Fund Unappropriated Fund balance to balance accounts
for 2024 in the General Fund. To adjust the General Fund Budget, the Town Board has increased
revenues in the Appropriated Fund Balance Account, and increased the Appropriation Account for
the expense in the amount mentioned above. A motion was made by Tuttle with a seconded by
Garraghan. All members are in favor.


9) Adopt Town Board Resolution #19- Supervisor offered the following resolution of 2024 to
balance funds in the 2024 at the Town Board Meeting and moved its adoption. To authorize the
Supervisor to use the sum of $3,200.00 from the Sewer District Fund Unappropriated Fund Balance
to balance accounts for 2024 in the Sewer District. To adjust the sewer District Budget, The Town
Board has increased revenues in the Appropriated Fund Balance Account, and also increased the
Appropriation Account for the expense in the amount mentioned above. A motion was made by
Gonzalez with a seconded by Mattice. All in favor.


10) MONTHLY REPORT FROM TOWN CLERK A motion was made by Mattice to accept
February 2024 monthly report with a seconded by Garraghan. All in Favor


11) Communication-
A. CWC Ballot for the Board of Directors Election was signed for and must be postmarked by March
18, 2024.
B. NYSEG Funded EV Charging Station Program was discussed and the board members are not
interested at this time.
C. Invitation was mentioned about attending the Schoharie Water Summit for different topics that will
be discussed and a chance to gain credits for those that needs credits.
D. Thank you notes were received from River Valley Radio for doing business with them. Thank You
notes were also received for the ambulance in memory of a patient.
E. Ashland WWTP Monthly report for February 2024 was reviewed.


12) Ambulance contracts- were looked over again and needs to go back to the Town attorney for
corrections. Supervisor asked for a motion to sign the contracts on the boards behalf when the
contract is presented the way they want it. A motion was made by Garraghan with a seconded by
Tuttle. All in favor

13) Review and Decide on Health Insurance Plans- Board members looked over different health
insurance plans. Board members have decided on two separate plans for the employees to have

the option to pick which is better for them. Board members also discussed dental and vison plans for
the employee to pay full premium. A motion was made by Tuttle with a seconded by Gonzalez. All in
Favor.


12) Amendment to February minutes- Supervisor asked for a motion on an amendment to
February 12, 2024 minutes for Thomas Mattice pay increase to match Jordan Braren and Timothy
Gonzalez and retroactive to the 1 st payroll in March. A motion was made by Tuttle with a seconded
by Mattice. All in favor.


13) PAY THE BILLS

Warrant #3 Water $ 2,101.98
Warrant #3 Street Lighting $173.23
Warrant #3 Ambulance District $33,016.29


A motion was made by Garraghan to pay the bills as written, seconded by Mattice. All in Favor


26) Adjournment
A motion was offered from Garraghan with a seconded from Tuttle, to adjourn. Motion carried. The
meeting adjourned at 8:30pm.
